The Challenge

Nigeria's transport data lives in silos.

Vehicle records, traffic monitoring, and enforcement all run as separate systems. The gap isn't technology — it's integration.

01 / DATA

Disconnected records

Vehicle information sits across disconnected systems with no unified, national view.

02 / ENFORCEMENT

Manual policing

Traffic violations are policed largely by hand, with limited mechanisms to act on them.

03 / PLANNING

Policy without evidence

Transportation policy is made without real-time intelligence on how the network actually behaves.

The Solution

One national system, privately financed.

The Smart National Transport Databank unifies identification, monitoring and enforcement into a single operating picture — mobilized entirely with private capital.

Unified national data centre

A centralized intelligence centre at NITT, Zaria, connecting all 36 states and the FCT.

E-Tag & RFID identification

Electronic tags on every vehicle for automated identification, tracking, and safety.

Smart gantries & sensors

250 solar-powered gantries with ANPR cameras and RFID readers, deployed nationwide.

The ITS Ecosystem

Five modules. One intelligent system.

Every layer of the network — identification, monitoring, records, enforcement, and command — connects into a single operating picture.

01

RFID E-Tags

Digital vehicle identification, uniquely assigned and encrypted per vehicle.

02

Traffic Intelligence

Real-time monitoring and automated violation detection via ANPR and analytics.

03

Transport Databank

One centralized source of vehicle and driver records for the whole country.

04

Enforcement App

Real-time field intelligence for officers — verification, alerts, and e-violations.

05

RTPUs

Regional Traffic Processing Units at each command unit across 36 states + FCT.

The Intelligence Loop

Every movement creates intelligence.

The system runs as one continuous cycle — from the moment a vehicle is tagged to the moment its data informs national policy.

  1. Identify

    RFID E-Tag

Every vehicle gets a secure digital identity.

  2. Detect

    ANPR + Radar

Cameras and sensors read the network in real time.

  3. Verify

    ITS Platform

The intelligent traffic system confirms and cross-checks.

  4. Enforce

    Field Units

Police and law enforcement act on verified data.

  5. Inform

    National Databank

Every action feeds the centralized record.

  6. Plan

    Policy

Government plans infrastructure on real data.

Strategic Value

Technology becomes national economic value.

Phased Implementation

A progressive path to national coverage.

Twenty years, four phases, 250 gantries — sequenced so that capability compounds instead of arriving all at once.

  1. 1
    Years 1–5 — 150 gantries

    Priority states

150 gantries across six priority states plus the FCT — Lagos, Edo, Enugu, Nasarawa, Kaduna, Borno, and Abuja.

  2. 2
    Years 6–10 — +50 gantries

    National data centre expansion

50 additional gantries, and the National Intelligence and Traffic Training centre in Zaria comes fully online.

  3. 3
    Years 11–15 — +50 gantries

    Full state coverage

The final 50 gantries extend the system to every remaining state.

  4. 4
    Years 16–20 — optimization

    Nationwide optimization

Ecosystem-wide upgrades and continuous operational refinement across the full 250-gantry network.

AAI's Journey in Nigeria

From vision to national transport intelligence.

Nigeria's transportation sector relied on siloed data, limited connectivity, and manual enforcement. In 2024, a Public-Private Partnership approach laid the foundation for a different model — one built on technology, data, and long-term national development.

What followed was a journey of engagement and due diligence, including visits from Nigeria's Former Minister of Transportation, Saidu Ahmed Alkali, and the Speaker of the House of Representatives, Rt. Hon. Abbas Tajudeen — each strengthening the dialogue around Nigeria's transportation future.

Teams examined the technology, the operating model, and the long-term value of the system step by step, until the milestone was reached.

  1. 2024

PPP foundation established; AAI advances tendering and development.

  2. 2024–25

Stakeholder engagement and national due diligence.

  3. May 2026

Federal Executive Council approves the Smart National Transport Databank (S-NTDB).

  4. Next

National rollout begins — 250 gantries, 37 jurisdictions, one connected network.

One vision. One connected Nigeria.

Engineering National Intelligence — for governments ready to connect.

AAI partners with governments and investors to finance, build, and operate the systems that turn national infrastructure into national intelligence.
